1 - CRA Policy

Community Reinvestment Act (CRA) Policy

The Commercial Bank of Grayson's general lending philosophy is to keep informed of the needs for credit as they develop; to determine if the Bank is able to furnish the service efficiently and profitably, together with obtaining the resources necessary to fund the loans; and to serve as broadly as possible all segments and categories of business and consumer needs, within the framework of banking laws and regulations.


It is the commitment of the Bank to take an active leadership role in improving the quality of life in our community. The bank will be active in civic, government and business organizations ascertaining the financial needs of each. Bank personnel will attend meetings and business functions and keep abreast of community development and changes through contact with leadership of community development clubs and civic organizations, and government officials and local realtors. The Commercial Bank has been and will remain committed to serving the banking needs of low-to-moderate income individuals and small businesses, including participation in governmentally insured lending programs. The Bank will not discriminate in race, color, national origin, religion, sex, handicap, familial status, age, marital status or the receipt of public assistance in making any delineation of its assessment area or any other credit practice.

The majority of the bank's loans will be made in the geographic area that the bank has delineated as its' assessment area (See exhibit A). The assessment area has been divided into seven block numbering areas. Tracking of loans will be done by number of loans processed, location of applicant and income level of applicant.

Geographic Coding of Loans

All loans made by The Commercial Bank of Grayson will be geographically coded by area as represented on the map of Carter County by the 2010 Census. The surrounding counties will also be identified for GEO coding.

The Bank has delineated a geographic area as its assessment area. The assessment area has been divided into seven block numbering areas. A majority of the bank's loans will be made in the assessment area. Tracking of loans will be done by number of loans processed, address and income level of applicant.

All low to moderate income customers’ loans will be identified for CRA reporting purposes. Low income means an individual income that is less than 50 percent of the area median income. Moderate income means an individual income that is at least 50 percent and less than 80 percent of the area median income. Current income levels are listed in Exhibit B.



Senior management will periodically review loans and loan denials to ascertain the credit needs of the banks assessment area are being met.

Public Comment

The bank will respond to all written complaints; they will be addressed by senior management or the board of directors depending on the nature of the complaint.


Public File

The Bank will maintain the CRA Public file. The file will be current as of April each year. A copy of the Bank's CRA Public File will be available on the Bank’s website, in the Bank's main office and each office will maintain a copy of the Bank's CRA Performance Evaluation and List of Services provided by the Bank. The CRA file will include:

1.Comment Letters: All written comments received from the public
during the current year and two prior years that specifically relate to the bank’s CRA performance.

2.CRA Evaluations: A copy of the public section of the Bank's most recent CRA Performance Evaluation prepared by the FDIC will be placed in the file within 30 days of receipt.

3.Assessment Area Identification: A map of the assessment area showing the boundaries of the area and identifying the geographies contained within the area and a list of the numbering system used in tracking.

4.Operating Branches: A list of the Bank's branches, their street address and the census track & block numbering system where they are located.

5.Branches Opened and Closed: A list of the branches opened or closed within the current and each of the two prior years, their street address and their census track & block numbering areas in which they were located.

6.Services: A list of services offered at the bank's branches, hours of operation, loan and deposit products and transaction fees; a description of any differences in availability or cost of services at the branches; and information about the availability of any other banking service the bank may offer.

7.Loan to deposit ratio for each quarter of the prior calendar year.

8.Any other information deemed by the Bank to be relevant.

Required Community Reinvestment Act notices will be posted in the main office and branch offices.


 

2 - CRA Evaluation

CRA Performance Evaluation

Commercial Bank of Grayson’s most recent Community Reinvestment Act (CRA) Performance Evaluation, conducted by the Federal Deposit Insurance Corporation (FDIC), is available below:

 

CRA FDIC Performance Evaluation 

The Bank received an overall rating of Satisfactory, reflecting its record of helping to meet the credit needs of its assessment area, including low- and moderate-income communities, consistent with safe and sound operations.

The evaluation was conducted as of July 21, 2021 and includes an assessment of the Bank’s lending performance, geographic distribution of loans, and responsiveness to community credit needs.

The data show geographic distribution of loans and applications; ethnicity, race, sex, age, and income of applicants and borrowers; and information about loan approvals and denials. 4 - Public Comments

Public Comments

In accordance with the Community Reinvestment Act (CRA), Commercial Bank of Grayson maintains records of any written comments received from the public regarding its performance in helping to meet community credit needs.

As of April 1, 2026, the Bank has not received any written comments from the public related to its CRA performance for the current calendar year or during each of the prior two calendar years.

Any written comments received, along with any responses provided by the Bank, will be made available for public inspection as required by law.

Assessment Area

Commercial Bank of Grayson has designated its Community Reinvestment Act (CRA) assessment area based on the geographic regions where the Bank primarily originates and services loans. The Bank is committed to meeting the credit needs of these communities in a manner consistent with safe and sound banking practices.

These assessment areas consist of whole census tracts and do not arbitrarily exclude low- or moderate-income geographies. The Bank analyzes lending activity within these areas by geographic distribution and borrower income levels to ensure it is effectively meeting the credit needs of its communities.
